Runs PageRank on the link graph. Sites link most to their most important pages. Header and footer links count less, and legal pages are pushed down.
With a free CrUX key, each top candidate is checked against Google's Chrome UX Report. Google only lists URLs that get enough real visitors, so those pages are moved to the top.
No free tool has exact visit counts for sites you don't own; those come from Google Analytics or paid panels like Similarweb, Ahrefs and Semrush. The score is a relative estimate: link authority shows which pages the site promotes most, and CrUX confirms which pages have real visitors. For your own sites, Google Search Console has exact numbers.
Some sites block automated requests (Cloudflare and similar) or render their links with JavaScript, so there are no links to follow in the HTML. Try a higher "Pages to crawl" setting, or check that the site loads without logging in.
